In a time of the COVID-19 pandemic as well as the recurring ruptures of systematic and institutionalized inequalities echoed by the Black Lives Matter movement, the voices of the vulnerable and disenfranchised narrate experiences of another dimension of perpetual aggregated afflictions. The current zeitgeist emphasizes the importance of recognizing diversity; however, the border between the center and its periphery has become ever more distinct.
How are Japan’s minority communities confronting the repercussions of the pandemic? In what ways are mechanisms of exclusion and marginalization within the social structure amplified in a time of crisis? What are some counteractions that emphasize the need for inclusion and diversity in a growing multicultural, multiethnic Japan? Connecting the current milieu, this presentation considers socially marginalized communities in times of fear, insecurity, and unrest through the lens of junctures in history, systematic exclusionary methods of institutional discrimination, vitriolic hate speech, collective counteractions, and intercommunity grassroots activism.

COVID-19パンデミック、ならびに、Black Lives Matter (ブラック・ライヴズ・マター) 運動によって反響を呼んだ、組織的・制度的な不平等の繰り返しの破裂の中で、弱者や権利を奪われた人々の声は、苦悩の別次元の体験を語り出す。現在の社会は多様性を認識することの重要性を強調しているが、中心とその周辺との境界線はこれまで以上に明確になってきている。
日本のマイノリティ・コミュニティは、パンデミックの影響にどのように立ち向かっているのだろうか。社会構造制度に組み込まれた排除や疎外のメカニズムは、危機的状況下でどのように増幅されているのだろうか。多文化・多民族化が進む日本において、インクルージョンと多様性の必要性を強調するカウンターアクションにはどのような活動に取り組んでいるのか。現在の環境を結び付けて、このプレゼンテーションは、歴史における制度的差別の排除方法、ヘイトスピーチ、集団的なカウンターアクションおよび地域間の草の根活動を通じて、恐怖や不安の時代に疎外されたコミュニティを考察する。


Jackie Kim-Wachutka, Ph. D., teaches at Ritsumeikan University. She has published two monographs “Hidden Treasures: Lives of First-Generation Korean Women in Japan” (Rowman and Littlefield, 2005) and “Zainichi Korean Women in Japan: Voices” (Routledge, 2019). Some of her latest articles are “Bones to Pick: Nationalism Beyond the Grave” (Iudicium, 2018), “When Women Perform Hate Speech: Gender, Patriotism, and Social Empowerment in Japan” (Asia Pacific Journal: Japan Focus, 2019) and “Hate Speech in Japan: Patriotic Women, Nation and Love of Country” (Routledge, 2020). She is currently conducting two research projects: Japan’s multi-ethnic aging and care within nursing facilities that address the needs of the growing number of foreign residents, and women’s performativity of patriotism and feminized hate speech.

キム=ヴァフトゥカ・ジャッキー氏は、2012年より立命館大学講師。著書に「隠された宝石:日本における一世代の韓国・朝鮮人女性の生活史」(2005年Rowman and Littlefield)、「在日コリアン女性: 声」(Routledge, 2019年) の2冊の研究論文を出版している。最新記事の一部は、「墓の向こうのナショナリズム」(Iudicium, 2018年)、「女性がヘイトスピーチを行うとき:ジェンダー、愛国心、社会的エンパワーメント」(Asia Pacific Journal: Japan Focus, 2019年)、「日本におけるヘイトスピーチ: 愛国女性、国家、国を愛することは」(Routledge, 2020年)。最新二つの研究プロジェクト-(1) 増え続ける外国人の高齢化のニーズに対応している介護施設と介護方法、(2)愛国心と女性のヘイトスピーチのパフォーマンスの言説分析-を実施している。
